Rings 3 times, stops and restarts

Have got a weird issue with one of my ring groups. It rings fine but only 3 times (or for around 8 seconds) until it stops, pauses for 1 second or so and then starts ringing again, and then repeats indefinitely and never goes to voicemail, which is set to 20 seconds. You can answer any extension at any time without issue.

Its set to ringall, but it does the same on hunt and memory hunt???

Can anybody help?
