*** I have searched... below is anything that might have desktop integration... but is there ANY integration... like a chrome extension that can initate a call... and have it ring to my extension first... like Google Voice offers??

Greetings - simple question, is there an application I can use that integrates from my windows desktop?

The feature list could vary... the most simple would be a soft phone look that then integrates to PBXes, when dialed from the interface (in windows) it rings a programmed extension (for example sitting on my desk) and then connects me to the dialed number...

But obviously I would like it to be more extensively integrated into my desktop, so, clicking on outlook contact numbers will also connect... and even in browsers, emails, etc.

sort of sounds like chrome & google voice?? but for pbxes...
