Well, at first it sounds like a great idea. Being able to regularly backup your account settings, in case you wish to implement a major change, or to try something completely new. But several issues might arise with an improper application of a backup.
Consider that even if the Web UI of PBXes has barely changed in the past few years, the underlying application code is in a state of constant improvement. Thus it is possible that a past backup might not be compatible with the new code base, which will render your account settings useless.
So unless specific usage scenarios of this feature are mentioned, the existence of such tool might create more trouble then its' worth. It might sound like a simple feature, but implementing it is not so simple.
